written instructions:
Right click on the desktop and select intel´s graphics properties
go on display and under scaling click on customize aspect ratio
your tv may or may not temporally disconnect, this is normal
apply changes and click yes on the pop up
finally play around with the two bars to get your desired results

Make sure premiere is not running
Go to: C:\Program Files\Adobe\Adobe Premiere Pro CC 2017\Dictionaries
Select the folder with the language your premiere defaults to.
Look for the "zdictionary" file and change its termination from ".dat" to ".dat_dat" in other words add "_dat" at the end of the file
If a popup comes up click ok launch premiere
